Feasibility Study Passes!
Senate Resolution No. 18 and Senate Concurrent Resolution No. 21 were adopted by the Senate and the House of Representatives of the Thirty-Third Legislature , Regular Session of 2026.
These resolutions request the Hawaii Health Systems Corporation's East Hawaii Regional Health Care System to conduct a feasibility study on establishing a rural health clinic or comparable rural health access point to serve the Volcano community.
The feasibility study will examine the following:
1. Potential sites within Volcano Village or adjacent areas for a clinic or satellite office
2. Operational models, including part-time provider service, mobile-clinic deployment, tele-health integration, or co-location with existing community facilities.
3. Staffing requirements, including short term options for primary care services at least two days per week.
4. Start-up and ongoing costs, including rural health clinic reimbursement and other federal rural-access funding.
5. Partnership with VCA, HVNP, local nonprofits, organizations, and educational or medical training institutions.
6. Potential benefits to emergency response, chronic disease management and visitor-safety services
The feasibility study will be completed this year. Findings and recommendations, including additional legislation, will be submitted to the 2027 Legislature.
